Etsy GPSR Seller Checklist: Listing Fields and Documents

As of 1 September 2026, an Etsy trader targeting EU buyers should complete three platform areas for each affected product: the account-level Economic Operator record, the Manufacturer field and the Product safety info field. The exact legal duties depend on the product, the seller's role and the supply chain; entering a name in Etsy does not by itself make a product GPSR-compliant.

Does GPSR apply to my Etsy shop?

GPSR duties can apply when an Etsy seller acts as a trader, targets consumers in the EU and offers a consumer product within the regulation's scope. Etsy's own platform guidance extends its GPSR workflow to sellers targeting EEA states and Northern Ireland. Etsy cannot decide whether a shop is a trader or private individual; that classification depends on the seller's commercial activity.

An offer can target EU consumers through shipping destinations, languages, currencies, payment methods or other sales activity directed at an EU Member State. If a shop does not want to sell into Etsy's GPSR markets, Etsy provides an opt-out in Shop Manager, but opting out is a commercial choice rather than a compliance method for sales that continue into those markets.

What should an Etsy seller prepare before editing listings?

Prepare the legal identity, product evidence and listing information together. The Etsy fields should match the physical product, packaging and supporting records.

The technical file is not normally uploaded in full to the public listing. It supports the accuracy of the manufacturer, safety, warning and traceability information that consumers and authorities can see or request.

Which EU economic operator is correct for an Etsy product?

GPSR Article 16 requires a covered product to have a responsible economic operator established in the EU. It does not say that every non-EU Etsy shop must always buy a separate authorised-representative service.

The correct route depends on the supply chain:

  1. An EU-established manufacturer can occupy the role for its own product.
  2. An EU importer can occupy the role when it places a third-country product on the EU market.
  3. An EU authorised representative can perform specified tasks when the manufacturer gives a suitable written mandate.
  4. A fulfilment service provider can become the relevant operator in the circumstances defined by Regulation (EU) 2019/1020 when no earlier operator is established in the EU.

Confirm the actual operator before entering details in Etsy. A warehouse, reseller, production partner or consultant is not automatically the Article 16 operator.

How do I add the Economic Operator in Etsy?

Etsy's current official workflow is available on Etsy.com in a browser:

  1. Open Shop Manager.
  2. Select Settings.
  3. Select Partners you work with.
  4. Select Add economic operator.
  5. Enter the operator's name, address and contact details.
  6. Save the operator.

Etsy says the Economic Operator record cannot currently be added or edited in the Etsy Seller App. After saving the account-level operator, complete the Manufacturer and Product safety info fields for every affected listing. Do not assume that one shop-level entry fills all product-specific information.

What must the Etsy product offer show under Article 19?

For a covered product offered to EU consumers, GPSR Article 19 requires four information groups to be clear and visible in the offer before purchase:

Are handmade, print-on-demand and digital Etsy items exempt?

Handmade or print-on-demand status does not create a blanket GPSR exemption. For a physical item, identify the legal manufacturer, applicable safety rules, product risks and the correct EU economic operator. A production partner is not automatically the manufacturer or EU Responsible Person.

Etsy tells traders to assess both physical and digital items in its GPSR market settings. Legal scope still depends on whether the item is a product within the GPSR or another product-safety regime. Evaluate software, downloads and mixed physical-digital products individually rather than marking every digital listing compliant or exempt by default.

Can one EU Responsible Person cover multiple Etsy listings?

One EU Responsible Person can cover several listings only when the written mandate identifies or reliably groups all covered products and the provider has accepted the supporting records. Colour or size variants may belong to one product family when they share the relevant design, materials and safety profile.

Do not copy one Responsible Person address into unrelated or unreviewed listings. An Etsy entry does not expand a mandate, transfer the manufacturer's safety duties or prove that the product is compliant.

A review is useful when the manufacturer is outside the EU, the supply chain does not already contain a clear EU operator, the product documents are incomplete or the seller is unsure which warnings and languages apply.
