Is there an official GPSR certificate?
No. Regulation (EU) 2023/988 does not create one official GPSR certificate that proves every product compliant. Compliance is assessed for the specific product and its applicable legal framework. A seller, manufacturer or service provider may use the phrase “GPSR certificate” commercially, but the document itself does not replace the underlying safety evidence or the duties of the relevant economic operators.
What does a commercial GPSR certificate mean?
A commercial GPSR certificate is usually a private report, review statement or service document. Its usefulness depends on who issued it, which product and version it covers, which checks were performed and which evidence supports the conclusion. It may help organise a compliance file, but it is not an official approval from an EU authority and does not by itself prove legal compliance.
Is CE marking alone enough for GPSR compliance?
No. CE marking applies only where product-specific EU legislation requires it, and the GPSR does not create a general CE-marking duty. A correctly CE-marked product may still need GPSR information, traceability, online-offer details and other applicable safety measures. Products outside CE-marking legislation can still fall under the GPSR. The applicable rules therefore have to be identified product by product.
How is GPSR compliance actually demonstrated?
GPSR compliance is demonstrated through product-specific evidence: a product description and essential safety characteristics, appropriate risk analysis where needed, technical documentation, traceability and labelling, and the tests or declarations required by any applicable product law. The relevant economic operators must keep the material current and provide it when authorities lawfully request it. No standalone commercial certificate substitutes for that evidence.
